Project description
The work group Vössing und Ernst & Young Real Estate was commissioned to create a feasibility study in summer 2010, with a preliminary economic viability study for a PPP district roads model in the district of Cloppenburg.
The object of the project is two district roads K 296 and K 318 in the district of Cloppenburg.
The K 296 should be thoroughly renovated along the existing route, for a length of 12.7 km, and widened from 5.20 m to 6m.
The K 318 will be expanded to 8.9 km long, with a carriageway width of 6.50 m, and partially relocated to a new route (carriageway and cycle path).
In the scope of the feasibility study, it had to be checked whether the execution of the road project could be accelerated with funding from a private partner.
Three PPP variants had to be investigated, for a duration of 25 years: Forfeiting model with waiver of objections and functional construction contract with and without financing.
